Shape mismatch - cups too open on top and gore too wide at the top
Original problem
This bra looks and feels like it's too small (gore doesn't sit flat, feels tight, quads at the seam), but I can't fill the top. I think I just don't have enough upper fullness for this bra, but I want to confirm. I also have a 30G that's way too big. It probably wouldn't be worth trying a 28G or 30FF, would it?

helpfulI don't think this is too small. Volume wise, it's fine. The gore sits at an angle like that because your breasts are close together at the top. Mine are too. This is exactly how the Lily gore tacks on me. It is touching your sternum and it's not floating above it, so the gore is tacking (at least in your pics it is).
The quadding at the seam is common in Cleo unlined bras. It has to do with how tight that seam is stitched and your tissue characteristics, and doesn't happen in every bra. Marcie had that problem on me, Lily did not.
You're not quadding out of the top of the bra, you're just not filling it out. I wouldn't call this a size mismatch, I'd call it a shape mismatch. You're (just slightly) more FOB than the bra wants.

Thanks, I had never though about/noticed my breasts being close together at the top. That's interesting and makes a lot of sense. Since learning that they are splayed I just figured they were "far apart" and never thought about it much beyond that. I was thinking the "floating" wire on my bigger breast was indicative of the cup being too small, like it was cutting in or something.
And yeah, marking it as quadding at the top was definitely a mistake.
