The wires aren't in the IMF and sit very low. There's a weird shape from the side. Are the cups too small?

helpfulWires too low usually means too shallow, and I think thats doing the weird shape, too. Its like the bra has a shallow bit at the bottom, expecting your breast to slowly build up, but your boob sticks out faster than the bra does. So the boob is pushing down the bra so it can get to the deep part.
You only have 1 perimeter on your measurements, so its hard to judge the size - for me, lying perimeter is actually closest to the right cup depth.

helpfulIt actually looks to me like a case of a cup that is significantly too tall and too wide for you, but it's being pulllllllllled back and wrapped really tight around your body by a too-tight band. I'd be very curious to see what happens to the cup fit after putting on an extender.

The band is actually pretty loose on me, so I don't think that's it.

helpfulthe underwire is not of the same shape as your breast, it's like... too round, so there is empty space in the lower outer part of the underwire, thought it's on the right place in the center and in the underarm. I don't think the other size will help.

I agree that the bra seems to be too shallow, but the weird shape could also be due to the side sling design. While the side panel cut of the Panache Envy Balconnet Bra (7285) worked out just fine, both side sling designs from Panache, the Panache Clara Full Cup Bra (7255) and the Panache Andorra Full Cup (5675), created this weird shape on the sides in any size I tried.
