I'm going to try the cleo marcie bra that was mentioned, see if that works for me. Hopefully it will.
I've also bent the wires on my bras to make them work a bit more for myself.
Original problem
So for the longest time I was wearing 32b bras because that's always what I was measured as in stores like victoria's secret. Then one day I decided to measure myself and used a few reliable bra size calculators and my bra size came out to be 28e. Since I don't really have an easy time finding that size (and I felt that an e was a bit much)I decided I'd try a 30d. For the most part I think this bra is okay, but there are some problems, for one this bra (like all other bras I've tried remotely close to my size be it, 32c, 30dd, and another 30d) doesn't sit where I think it should? I never fill out the bottom of the cups, theres always a space so the underwire always sits at least half an inch away from my breasts at the bottom and it hurts. Throughout the day that irritates me and it either moves itself down further or I fidget and pull it down in an attempt to get it to stop hurting, only then by the end of the day it sits about 2 or 3 inches away from my breasts and the underwire actually cut me. I think the sides hold my breasts in nicely but then again I don't know what a bra actually looks like when it fits, I'm starting to believe that a bra that fits is a myth. There's a gap under my right breast and the underwire of the bra but that's because my ribcage is uneven and I don't have much fat on me so there's no real way to fix that. I didn't think there was much gap between the top of the bra and my breasts but I noticed it when taking these pictures. It looks fine under a t-shirt it's just painful after a while cause I end up pulling down the gore a lot in frustration. I can't tell if there's an actual problem or if I'm just stupid and don't know how to properly wear a bra.

helpfulOk, so usually when a bra rides down, its because your breast is actually fairly projected for its size, and in order to get to the deepest part of the bra, it sort of pushes the shallow part down and out of the way. So it could be that you actually need a more projected, deep-cut bra, which I understand is hard to find in your size
Now, a bra moving down like that will hurt. But it also looks like you are having issues with your shape vs the shape of the bra. I dont think it will make this fit better in the cup, but have you tried bending the wires so they fit you better? It looks like the wires of the gore on this bra are cutting in to you terribly, but you could try bending them outwards, and bending the bottom of the cup in to follow your ribcage better.
Finally, I see that center gore on this bra is just an awkward shape, where it points sideways like that and pinches, but the other one you posted has tons of itchy-looking lace.
I'm sure you can find something that is more comfortable than these two, but hopefully someone else can come give some good advice. I almost wonder if a stretchy sports-type bra would be acceptable for you? Or find something in a 30D or 28E (btw, 28E cup should be the same volume as 30D) thats deeper.

Thank you! Both of you, I was starting to think I was going crazy, I really appreciate your help! I think another part of the problem is even with the descriptions for types of breasts I never really understood what mine were, I thought they were full on bottom so I was completely off. XD But thank you again!

I'm still not positive about the FOT/FOB thing - 2 things say I"m FOT and one says I'm FOB . . lol
+1 to what dbmamaz said. I think you have fairly high set breasts, that are fairly narrow and projected for your size. So on both this and the other lace one, the cups are too shallow and the wires too wide for you, causing your breasts to push the cups down. I think you should look for narrower wires with a more projected shape. And try not to think of a 28E as being "too big" - it's just a letter. Possibly try the Cleo Marcie Balconnet Bra (6831) in a 30D - the band is the same but wires are quite a bit narrower than this particular bra (4.7" vs the 5.5" on this one) and it's a deeper cup cut, so the bottom of the cup should have more immediate projection than either of the 2 you've posted today.
Sometimes the band riding up in the back can be a symptom of the band being too big as well. Maybe double check your ribcage measurements - "comfortable" means as snug as you'd like a bra band to fit without having to exhale and force it to fit. Hope this helps!
