Original problem
I like the feel of this bra even though it doesn't provide a lot of uplift. However on loosest hook and even middle hooks it looks like it could be riding up at the back, it doesn't feel like it is actually moving when I raise my arms above my head but does look a bit like it isn't sitting straight and obviously they all stretch with wear. The straps are nearly extended as long as they can go, as if I adjust them any shorter I can feel the back lifting. The band is very stretchy. I have not been able to get a shot of my back, despite trying several times!

helpfulIf your measurements are correct, then I wouldn't worry about the band. The stretched band measurement is right around what you have as your tight and comfortable ribcage measurements. You say that it "could be riding up at the back" yet it "doesn't feel like it is actually moving." If it's not moving, then I wouldn't worry about it. Does the bra FEEL good? That's what's most important.
Check your posture. Stand up *perfectly* straight (and I mean SUPER straight.) Is the band parallel to the floor? Try not to analyze the band if you are not standing straight because slouching will give the illusion of a band riding up. Also, I would leave the straps as they are. You said shortening them gives the feeling of riding up. Simple solution: Don't shorten them. The straps are adjustable so they can fit your body. There's no "rule" on the straps like there seems to be with the band. Everyone's breasts sit a little differently in relation to their torso, plus each bra is made differently.
You said the band is very stretchy. Some bras are made with really firm fabrics, and others are made with more stretchy fabrics. I don't know if sizing down would be a good idea. Remember, if your ribcage is larger than the band, then the bra will just stretch out faster. All of the elasticity will be shot from having to be at maximum stretch capacity all of the time (think of pulling a rubber band out and holding it like that all day -- it won't go back to its original position anymore.) I know a lot of people are always aiming for a smaller band, but it's not always the best idea. That bra just probably isn't one that is going to feel *firm* because of the fabric. A different bra made of different materials (band made of power mesh, for example) will give a firmer fit if that's what you are after.
The real fitting problem looks to be the wires and cup, not the band. The wires look to be much too wide, and the cup doesn't have enough depth at the bottom, so the bottom of your boob is inching upwards to find room. You might benefit from styles with narrower wires and deeper cups. I know a lot of us sacrifice perfect fit for comfort, though, so if you love the way this bra feels, then it might not be a big deal. It's something to think about for other bras, though.

helpfulI can see not only "riding up" but also there is "excess" under your boobs and side part so If you want to try this, try it down size 32FF/G plus most of unlined or unpadded bra slightly tend to be stretchd

helpfulI keep thinking it looks like the wires arent fitting right though? It looks like there is a lot of empty space below your breasts, as well as to the side. now, to the side cant always be helped, but empty space on the bottom often means the cups are too shallow for you, your shape needs a deeper cup. If that is the case, often your breasts will push the bra downwards in order to get to the deepest part of the cup. Even if the band is tight, if the cup is too shallow the bra will ride too low. I know you say you are shallow on the bottom, but it looks from the pictures like the bottom of your breast comes straight out from your body and cant fill the shallow bottom of the cups

Hi, yes I can see by the photos that there is a gap at bottom of the cup, I am full on the bottom and often have trouble filling the top of a moulded cup because of loss of volume at top. There is a sort of "sling" of double material inside the cup if that makes sense.
