Original problem
I feel like this should fit... but the gore WILL NOT tack! If I press it against my sternum, I still don't get any quadding, but for some reason the gore just refuses to lay flat! What is the reason for this? Does it keep the bra from being a good fit?

helpfulIf the gore doesn't tack, one or both of these things is likely happening:
1. The bra is too small for you.
2. The gore is too wide and you need a narrower gore.
I think case 2 is more likely. You might want to look around to find a bra with a very narrow gore like in this diagram: https://lingerieabstracts.files.wordpress.com/2012/10/overlapping-underwires.gif

Also, the wires might be too soft to tack.

So, question! If the underwire of the left cup tacks and the rest of the gore tilts and rests on my right boob, that is bad, right? Or is it ok as long as part of the gore (one of the wires) tacks?

Let me guess, righty is your bigger one? I have the exact same problem on lefty since she's bigger she takes the extra from the other cup and it half tacks, if it tacks at all. With me, I have a lot of center depth and fullness and it's rare for me to have a gore that tacks fully.
If the gore laying on your breast isn't hurting you, it isn't a problem. Just like if a bra soft tacks (doesn't lie completely flat) that can be okay if that's what works. Obviously if a gore tacks, that's the most secure and best fit, but some women are too close set for a gore to tack, or too soft for a plunge to work with their close setness.

Hootymyboobs , I actually mixed them up, haha. Lefty is the bigger one, and the wires tilt the other way, not the way I mentioned previously. I do think I have issues with how close-set my boobs are; I don't think ANY of my bras tack properly. The best fit I have is Lily and if I am remembering correctly, that bra leaves indents in my cleavage where the gore ends lol. I'll have to post a fit request for that bra too, just to be sure, I guess. Your response makes me feel better, though! Up until now I've just been satisfied if part of the gore is flat against the .2 whatever inches of my sternum available to it.

helpfulAnother possibility is that the cups lack center depth. It seems that the gore there could fit if the bra were deep enough at the gore. This is also supposed by your perimeter measurements, so maybe you could take them again. I'd give Panache Andorra a try.

This actually is an issue I run into with a lot of bras so that makes sense. I did push the wires around a bit... Moved them so the empty space at the end of the channel was in the gore channels, and that seemed to help a bit too... ? Do you recommend the Andorra full cup or plunge?

helpfulI agree with the possibility that the wires might be too soft. I know this is a Figleaves brand, and my experience with the Lulu Tout Coco Lace Balcony Bra (a-dd) (133514) and Midnight Grace Paige Italian Lace Half Cup Bra (123100) (also Figleaves brands) is that the wires are very soft and springy.

I actually think these are pretty rigid! I can't even really bend them.

Bummer. :( I think you are right, because otherwise this bra seems to fit in the cups and band. Argh.
