I returned this bra in hopes of finding one with a tighter band and a similar shape...
Original problem
I am really sad that this bra doesn't fit better. The band is loose, even on the tightest hook for my first time trying it on. The straps are, like with the Cleo Neve plunge (my other fit request!), set too wide. They are even farther apart on this one than on the Neve. For that reason, I get gaping at the top of the cups: on the outer top part of both cups and also toward the center top part of the cup on my smaller side. I didn't think this was because I can't fill the cups, so I did an experiment and moved the straps to the very edge of my shoulders. It's obviously too uncomfortable to wear the straps like this all the time, BUT it completely resolved the gaping cup problem! With that being said, why is it that the straps are too wide? Does that happen when the band is too big? That seems to make sense to me, except that you would think that the underwires/cups would also be too wide for me then. Is it even possible to find a bra with a tighter band and closer set straps, but without messing with the cups at all? The worst part about this bra fail is that I really love the shape this one gives (when the straps are awkwardly pushed to the side). It just feels good in the cups, which I've pretty much never experienced and I would guess it's because this is the first cup that's shallow enough for my shape. How can you cope with returning the first bra that has ever given you a boob-hug?! Sorry for being dramatic, but I know that all of you can relate in some way...
Anyway, I am almost positive that I'm going to return this, but I'm looking for advice with my next attempt. For those in my size range, have you found shallow cups that give a shape like this one? Should I actually just give up on 28"-bands and try out a 26"-band?

helpfulThe straps are too wide because they are too wide... sorry, I know that's not helpful, but Cleo is notorious for wide-set straps. I have the same shoulder width as you, despite probably being about twice your body weight and Cleo straps are too wide for me in any size, including way-too-small.
I don't think you are all that shallow. See my comments on the other Cleo fitting request that you have up at the moment.

helpfulHave you tried any of The Little Bra Company bras? I haven't tried them because I prefer non-foam/unlined bras, but I wonder if they might work for you because your rib cage and frame are small. I hear that their bands run small.
Another option would be to buy a Rixie clip bra band tightener. They have them on Amazon.
Also, I'm wearing my Panache Andorra Full Cup Bra (5675) right now, and I feel that the band gives me some hugging pressure even when I exhale all the way. I think I can get my ribcage down to 25" on a really good exhale and we are a similar breast perimeter. Maybe try that bra in a 28D? I also feel like the straps are closer together than my Cleo bras but the whole shape of this bra is different so it's hard to tell.
Edit to add: holy cow, you can stretch the band to 30"? I think that is unusual for a 28 band Cleo bra, or maybe this model runs stretchy. If you can tolerate non-foam cups, I would definitely try a Cleo Minnie Balconnet Bra (7431) or one of its sister cuts such as the Cleo Izzy Balconnet Bra (7721) if you can find one in 28D.

Commenting on myself. I just saw that you asked about bras that would give a similar shape, and the Panache Andorra Full Cup (5675) that I suggested definitely does not, it gives a more pointy shape.
I think the Rixie clip or altering the band down might help the strap placement because it brings the straps closer together in the back, which angles them inward in the front too.
It is also possible that you would find the cups of this bra a little too small if the band was properly tight.
I still think this bra has an unusually stretchy band for a Cleo and others will work better for you.

runs_with_scissors Thanks for the suggestions! I've looked into all three of those that you suggested, but I was afraid of them being too closed on top for my tall roots. Do you think they would work for that? I have not tried TLBC because I thought they didn't carry cups above a C. It's interesting that you suggested the possibility of the cups being too small if the band fit because, after my experiment with pushing the straps off of my shoulders, I then also unhooked the back and pulled it as tight as I needed it. When I did that, I was quad-boobing significantly on my bigger side and at least a little bit on my smaller side. So I really think that this bra would be perfect in a 26E...if only that existed.

Yeah... The cups of this bra measure 6.1" and your breast measures 7". Since my measurement is the same, I have some experience with this. I think some people can get away with an inch difference but not us petites. I don't have a lot of experience with moulded bras but I think you should look for bras that run tighter in the band and measure more like 6.5-7.0" deep. If you would be willing to use a Rixie clip or alter the band, I'd say you could exchange this bra for the same one in 28DD.
I have a tall distribution of tissue as well and I find the Cleo Minnie and Izzy open on top. They do not cut into me. Check out my pictures of my 30C - Cleo » Minnie Balconnet Bra (7431) .

You know... I just tried on this season's Claudette Dessous Mesh Underwire Bra (CD2000) and I'll bet the 28 band would fit you. It is really small for a 28. Prior year models have run larger so if you decided to try it, make sure to get this season's. I found them at Asos.

Possible boob-twin chiming in. This discussion has been really useful for me! I just got my 28D Dessous in the mail and while I think the band is true to size, it is the least open on top bra I've tried on yet. A really pretty bra, but beware if you have tall roots.
That said, if you're curious (I kinda knew it wouldn't fit but I wanted to see for myself), I have a 28D and DD FSOS.
And re: TLBC - I've found their sizing to be hugely variable. The bands do run snug (I even wear a 32 sometimes!) but there's a huge amount of difference in cup size. A 32A Bijou feels more like a 30C, but Angela in a 32A is way, way smaller in the cups. Let me know if you want more specific info on those. The straps are definitely closer set and if you can find a TLBC style that works for you, it's a great option.

Among the ones I've tried, Julia comes to mind because the cups aren't absurdly close to each other and it's not super shallow. That said, like most TLBC stuff, it is incredibly padded, even without the cookies. My Julia is a 32A and is at least a cup size too small. For you, a 32C or 30C might work.
Mercedes also has a bit of room on top and is easier to fit than the more moulded options because it's essentially a halfcup. I used to wear a 30B, but think I'd need a 30C now and you might fit the same. Depending on your band tightness preferences, you might be sized out of this model entirely. 28C would definitely not be big enough in the cups for you and they don't make them in Ds.
I LOVE Nicole, but there may not be enough immediate projection for you unless you never wear it with the cookies. It's incredibly comfortable though and doesn't have the insanely narrow wires that Angela and Sonia do. The cups run a little bigger in Nicole so you probably could get away with a 30C. The band has three sets of hooks, so it feels more supportive and doesn't move around as much.
Cups on Lucia will be way too small. Angela is overly modlded and made to fit women with much smaller breasts than us. Sonia requires a lot of inner fullness and has weird wire width.
That's pretty much the extent of my TLBC knowledge. I stopped wearing them a few years ago when I got peeved with the shipping/return process and inconsistent fit. They're so pretty though and they definitely have devotees in the petite crowd.
Also, I played around with fit of the Dessous last night and they are not as dreadful as I first thought. I will be curious how they fit later in my cycle and I think if I stretch the elastic in the top of the cups out, they might be okay. Not a great shape under clothes, but the band is snug and unlined bras may just give weirder shapes than I'm used to.

Can't advise you on any styles, but they're far cheaper than the regular TLBC bras. I might get a 30C in one of them.

helpfulI always recommend Tutty Rouge in such cases. You can see my photos, they are perfectly shallow and not projected and rather soft so there is no gaping because of the straps. (I'd recomend 28DD at least because your bra is way too short)
