Issue resolved
I found that by wearing it a little lower in front & back it was more comfortable under the arms & didn't cause a problem with spilling over the top. I returned it & have been looking for full cups with center pull straps.
Original problem
I don't know what is wrong, the elastic underarm area just hangs there empty. If I pull the straps toward each other in the front it fits better, but a J hook in the front doesn't really work with clothes. I've tried this in 30F & 30FF & don't have this problem, instead I get muffin top. Do I need bigger or smaller wires, band, cups? I've been wearing Fantasie 4500 in a 30E & Wacoal 65149 in a 32DD for years but wanted something with more support than they offer. For the past 2 months I've been trying (& returning) so many bras in so many sizes & just getting more confused. The closest I've come to even a fair fit is the Cleo Lucy in a 28GG but the cups seemed too big. I'm not looking for projection or cleavage, just a comfortable everyday bra with support so my back & shoulders don't hurt & so I don't have to keep adjusting it every 10 minutes.

helpfulI don't think the size is the problem--I think the design of the bra just isn't the most comfortable fit for you. The combination of your shoulder width and breast tissue placement just means that this bra has extra volume in a place where you don't need that volume (and if you were to size down, it would then be too small). I have similar problems with all of the unlined Cleo range.
If you just want a nice comfortable full cup that won't wander around or need adjusting, I would recommend the unlined, unpadded Chantelles. Just be sure you are looking at the full cup styles with the more centered straps.

helpfulI think the wires and bra in general are too wide. Have you tried any of the polish brands, such as Ewa Michalak or Avocado? Those might be good options for you, just beware the sizing can be a little funky so do some research first!
