Issue resolved
I returned the top, though maybe one day I'll go back and try again. Freya's cups tend to fit me well, and I'm still figuring out where I am in my sizes.
Original problem
There is some slight gapping in the top of the cup, worried it'll show when the bra gets wet.
Also, the band is pretty tight, and there's squeaking when I breathe.

helpfulI think the band is too small for you based on the stretched measurement and your ribcage measurements. You should probably be wearing 30 or 32 bands (moreso 32, not 28). For the most part when it comes to swimwear, some people tend to buy a band size up so that there isn't any back bulge, and a cup size down for more cleavage. I can't really see the gaping in the cups you are referring to, but if you size up in the band you may want to size down in the cups anyway for aesthetics.

helpfulNoob is right, the band is about 1, likely 2 sizes too tight for you. This will badly distort the fit of the cups so it's hard to say anything about cup size until you are in a more suitable band size (although measurements suggest that these cups are too deep, and you'd see more looseness if they weren't being stretched supertight around your body by the excessive tension on the band). A too-tight band will also make the wires dig into your body and hurt, so it's equally hard to say anything about underwire shape and length.
Can I ask what led you to try a 28? Your measurements indicate a very lean torso with just 1/2 inch of squish (which usually means you would err on the side of getting a band larger than your tight measurement, not smaller). Was this a case of finding something on sale or a design you really loved and just trying to make it work by hook or by crook?

Do you have a popup blocker or did you use the size app on a mobile phone? Because normally on that site when you enter your measurements, if you have less than 1" difference between snug and tight you will get a popup warning recommending that you sister size up (and definitely not sister size down).

Yep! No I saw the popup, but I think I might have forgotten what it said when I was buying. The whole bra-buying adventure is a little much for me, I usually don't spend this much time shopping for anything aside from the last time I was looking for a new apartment :P
So should I go for a 32DD, or 32E? Maybe get one of each in the bras I know otherwise fit me? -
I think you would require a 32 in most bras that run true to length (so 31-32" stretched) and a 30 in brands or designs that are known to run loose. You can check Bratabase reviews and measurements to see which is which :-)

wendybien , I think it was a matter of which of my "recommended" sizes from http://www.brasizecalculator.tk/, which were as follows: Estimated bra size: 30E/F
Nearest sister sizes: 32DD/E, 28F/FF
So I guess 30 was the ideal size it gave me, and I've had some good luck with the E cups, so I would probably stick to the smaller of the recommendations. But you're probably right, while I can't remember my exact decision process, I think I chose the 28F because it was the only one of the fit options that was available for sale on brastop.com
