Issue resolved
I decided to return it and I didn't try another one. It just seems that everyone who tried this swimsuit had the same issues and that it just doesn't work in bigger sizes.
Original problem
I just received this swimsuit today, and I have a few issues with it.
It is a 36K, the band and the lower part of the suit fit well. But the cups fit weird. They seem to run very big. I do have a lot of empty space on top and at the bottom of the cups and the wires sit about 2-3 too low. I tried to pull them upwards but it does not work. I think the wires are much too tall for me? It's weird. Usually 34KK - 36K Panache should fit me.
Should it get a 36JJ or 36J even? The gore does not tack either, it gets pushed away from my sternum in a weird way. My boobs just "hang" by itself inside the cups instead of being properly supported. The straps dig into my shoulders painfully.

helpfulMostly looks like a scaling issue to me: seems like a production choice (flaw?) instead of the size being wrong for you.
What I mean is the cups seem to fit(ish), at least depth-wise? They do seem too tall though, like you're experiencing with the empty fabric on top... But like dbmamaz said, sizing down might make it too shallow? The non tacking gore seems to confirm this.
Oh and no wonder the straps dig in, they look extremely narrow for this size! Your poor shoulders. I don't understand why Panache would design this swimsuit with such ridiculously narrow straps.
You could consider altering it (seamstress or self) - I would definitely add thicker straps and perhaps you could lower the cup height. But swimsuit fabric is no fun to work with.
Not sure how else to help, instead of maybe looking for a different style - probably not easy to find in your range. And ignoring the fit issues, it does look really nice on you!

helpfulI own this bathing suit in the 30K and have all the same issues as you. I bought it on a whim, and ended up cris-crossing the straps to try and get them out of my armpits and relieve the pressure on my shoulders from trying to lift my bust by tightening the straps. I will add it and photos later in the week. I also had major issues with the center gore not tacking, and the material flipping around my bust and looking very strange.

helpfulHmm. In general it looks pretty good. I've never had a bra-sized bathing suit and I assume I'd have lower standards on bathing suits than on bras. I feel like you are pushing against the end of the cup, tho so I'm wondering if you could really flow to the shape of a smaller cup or if it would be worse? I thought usually too-low wires meant too-shallow cups.

Hm I thought that the cups in this are too big and having extra space on top proves it... but then you are right, wires too low, cannot fill bottom of the cups = too shallow cups.
On the other size I just wonder if they ever tried out their swimsuits on models wearing a size like 32-38K at all? I doubt they did, because if I were to try it and give feedback I'd told them it is bad and that the straps are unbearable in that size range! Haven't they thought of this? It's okay to have thin straps in smaller sizes I guess, but above a H-cup?!?

I have been thinking about this for a week or so... I can hardly believe that the cups are too tall for me? I never had that issues. Also my boobs are fairly tall too... That's why I thought it is too big all over. But the cup depth is just right. Weirdly also the wires just don't want to sit where they should. I cannot figure it out. If only shipping and returns weren't such an issues, I'd get 36J and 36JJ quickly to compare.
I'm not sure if I could alter the straps, I mean I can imagine what I would have to do but I doubt that it would look good.
Btw there is really barely anything else in the size range. I think Panache has another model up to K, the Isobel, but I doubt it's any better. I wish I could wear something like the Freya active swimsuit.
