Issue resolved
Need something less open at the top
Original problem
How would I go about fixing these issues?:
-Straps digging in at longest setting
-Side boob
-Cone like appearanceOr is the cut of this bra just not for me?
Also I can't pinpoint the exact reason, but it makes my breasts look small.

helpfulIt looks like a shape mismatch. You're projected in the lower half of your bust, but notice on the photos how your upper breast root makes a gentle, gradual slope from a couple inches south of the clavicle, to the apex of the breast? This bra is more suited to someone who has almost no slope--i.e. nothing for 4-5" below clavicle and then sharply projected upper boob. That's what that cute little ribboned element is for at the top of the bra cup, to curve over that upper projection and keep it contained. On you it is wrinkling up because of the slope of the upper breast.

What do you mean 'lower set'? When I lay down (as I am right now) my breast tissue is right near my clavicle.
-
You don't look low-set to me. I think the straps are being pulled too tight/short because the cup doesn't fully "cup" your breast. So part of the height of the cup is not being used and the straps are being pulled down to compensate.
-
oh, you mean the wire is too low? I guess I was just thinking of ppl who have bras up in their armpits. Nevermind, Wendy knows a lot more than I do
-
ETA also highly doubt you have wide shoulders! A frame width of 10" is a whole inch narrower than the narrowest we usually see on here.
-
For frame width, was I supposed to measure from one end of my clavicle to the other end of my clavicle? Because I didn't. In the picture/description I thought the ending point was where your neck meets your shoulder.
I do consider my shoulders to be broad; the measurement of my shoulders is 1 inch bigger than the measurement of my hips. -
They look wide compared to your chest. I mean, just the shape.
-
Well for me the clavicle ends in the same spot you describe so I'm not sure whether you did it right or not? read the instructions if there are any... Regardless of your body proportions, considering that you have such a petite torso and that your shoulders don't stand out in hulking contrast, by bra manufacturer standards your shoulder dimensions are not even close to big enough to pose a problem. IMO this is a cup fit issue. Unless you have this strap issue with all bras and are super tall--that could also explain it.

helpfulI think just sizing down a cup might cure the wrinkles and the pointy-ness . Also in general I think Cleo create the "side" boob you are talking about but if its really cutting in you might need a shallower wider bra. I've never tried a Meg but I've read they are harder to fit than some other cleo shapes. A many cleos have a reputation for being somewhat narrower and deeper than other English bras. As far as small, I think Cleos do that because they tend to hold the breasts in and up. I love that about them haha ... my dh not so much

I wouldn't size down in the cup. Doesn't seem to make sense to me, my non fitting VS bras are a 32C. (VS bras-gore doesn't tack/quad boob &/or side boob galore.
Having side boob is one thing that annoys me a lot. I mean. I have 'side boob' when I'm not wearing a bra, putting a bra on should take away that issue.
Most people on here tell me my breasts are very projected, so I don't think looking for a shallower bra would actually help.

So she needs something less Full-on-top friendly?
But are all Cleos going to have the same problem with strap length she is having? I guess she has lower-set breasts and large shoulders. I have fairly low breasts but tiny shoulders, and one side of my marcie I had to tighten past the stop.
