Bra is a little too shallow for me,
Original problem
Straps dig in on longest setting. Can this be rectified?
Not really an issue per se, but there is wrinkling on the sides of the band- what does that mean?
There is some space in the cup on my larger breast, but not my smaller breast, why is that?

helpfulWhenever I have straps that dig in it is almost always because the band is too big. Have you tried tightening the band on the next set of hooks?
The cups are likely a shape issue. I agree with the other suggestion that your larger breast has too much projection for this bra and your smaller one does not so the cup on that side actually fits better. It is not at all unusual for one breast to be a different shape (as well as size) and I really think that is what going on here. Cups that are too shallow will appear to be too big on the sides and make sizing really confusing.

Agreed. I just recently got rid of a Fantasie that had similar wrinkling issues.

helpfulI'm new so I may be wrong here, but I would think the larger one has space because it is more projected and the bra does not have a sharp enough curve at the top. So, instead of following the top of your breast it is too shallow with not enough of a curve and stays floating above your tissue.
As for the wrinkling, my best guess is that when you move the band gets pulled upwards but is not so loose as to move back down when you stay still, so it stays bunched up. This happened to me when I tried a long line.

helpfulCleo makes really short straps, unfortunately. It's just a design fault of that bra - it doesn't work too well with medium to low set boobs.
Apart from that, it looks like a very good fit on you!
Don't worry about the wrinkling, most Cleo bras with the same cut do that in the smaller size range (it's called 'George-wrinkles' after the first bra with this cut, the Cleo George (5131)).
It's usually no big deal since it's not visible under T-shirts.If you would like to try a similar style with less chance of wrinkling, look into the Cleo Marcie Balconnet Bra (6831).

prettyncharmuese No, not only. It's pretty similar to the Minnie cut actually. It works great for FoT and even shapes because it's open on top (so it's not cutting in), but also it's a little less projected than the Minie, which would minimize the wrinkling you are getting.
I'd highly recommend trying it out based on your experience with the Minnie.

helpfulThat was my concern, that if one Cleo bra cut in, they all would. But cleo has cute, projected bras that can be hard to find! I wonder if there are tutorials about lengthening straps? Also you could try using little pads in whichever side gaps (I have no idea why the bigger one is gapping!)

I've had this issue with cup wrinkling for the longest time, and I just discovered that this may be why.
