Issue resolved
I found a different bra. Went down a band size and up two cup sizes
Original problem
The center gore doesn't lay flat and l am wearing it on the tightest setting

helpfulThe straps appear to be cruelly overtightened from the way they are digging in... this often hauls the band northwards at the back, up to a wider point of your back (which can make people believe it is either too small due to the tight feeling when worn too high, OR too big since they see it riding up!) It also robs you of space in the cups as it pulls them into a shallower shape artificially. Was this a used bra? A standard 36 would not normally be overly large for someone with your torso measurements (assuming these measurements are up to date that is).
I suggest you loosen the straps to the point they are JUST tight enough to stay on your shoulders, then scoop and swoop again carefully, and adjust the back of the bra to horizontal position, checking the profile view in the mirror. This should allow you to reassess a lot of the fit issues, and if you upload more photos after adjusting in this manner we may be able to offer better insight as well.
