Original problem
This is my first time trying an unlined bra and I'm pretty sure it's too big, but just wanted to get confirmation. In addition to not being able to fill out the stretch lace at the top, I feel like this is just "too much bra" overall for my small frame, perhaps at least partially because the full cup cut isn't working for me?
Currently my only bra that fits is a 28D Juna, but it's hard to find any more Junas/sister cuts in my size, so I'm looking for another bra. I read that the Maddie is similar to the Juna, but it absolutely did not work for me at all :/ Also tried Natori Feathers, but that was a shape mismatch (posted a previous fit check). I'm also a bit puzzled about my size -- 28C's mostly seem to be too small for me (in addition to being hard to find and expensive), but 28D's seem to be too big (even ones that apparently run small, like this Andorra). Please help me figure out the source of my bamboobzlement!

helpfulAndorra isn't scaled well in this size range, so I think it's more a matter of the shape being wrong than the size. Unfortunately since 28D is the smallest band smallest cup combination a lot of brands make, you might run in those scaling issues a lot.
Cleo did make a number of bras based off Juna, but they were all discontinued ages ago so I don't know if you'd be able to find any for sale. https://www.bratabase.com/browse/cleo/juna-balconnet-bra-6461/related/

Somewhat of a sidenote, and I don't know how helpful it'll be, but if it might be a scaling issue, I know of Lara Intimates, who make bras in sizes 26-36 A-GG. They are unwired, however, which I don't know if you'd want.

I've been holding off on Lara Intimates because they look a bit pricey but I think they may definitely be worth a shot, especially if I can sell off a few previous bra attempts first :)

helpfulI think your assessment of this bra is pretty accurate. Have you ever tried the b.tempt'd by Wacoal Women's Ciao Bella Balconette Bra? You'd have to size up to a 30 band though.
