helpfulAre you sure about the measurements of this bra? Cup width of 8" is insane at a 28DD. They aren't even that wide at a 28KK/L. Please double check your measurements for more accurate replies.
Also, the photos provided do not show much for bra fit details, making it difficult to really see what you state are fit issues. Adding an angle, side, and back view would be helpful. Make sure to not be blocking the bra view with your arms, and try not to push your breasts together with your arms in the photos as well since that doesn't give a proper view of the real fit.
That being said, if I was to venture a guess based on what you've written instead of photos, I would say this brand (or at least this style/model) isn't right for your shape. If the cups are 8" wide, with a 1" gore, the bra frame is 17" which would wrap to your back on your 13" frame.
Also with 8.2" depth on a 8" wide cup means the cup is designed to flatten your breasts & spread them wide (and ultimately into your armpits) which tends to result in overspill even if the size is otherwise correct.
Have you tried bending the wires closer together? This would provide you with more depth up front where you need it, as well as moving the straps more up front in the process.
Also, if you are handy with a sewing machine you can narrow the gore width to better accommodate your breast placement.

helpfulThe only issue I see is your straps are pushed towards your neck, do you have slippage problems? If you do thats an indication of a possible problem.
