I would try a size up if l bought the bra again.its not a very pretty bra though

The bra center panel lays flat. I don't know if the cups are too small
I am not sure about what kind of breast fullness l have or roots

helpfulI would say the cups are too small. Measurements alone say it, but also you have quading in front and side breast escapage as well.
Based on the measurements of the cup depth and your breast perimeter, I would suggest trying two cup sizes up honestly. This should give you a higher wing and cup allowing for fuller coverage.

helpfulThanks for your help. I thought even with it being plunge bra it would be a better fit . It was confusing because l have heard if the center panel lays flat it fits in the cups. I am more comfortable in a 34 gg. I have a panache Jasmine that l actually love that is a 34 gg. I tried a 34 j in a goddess Keira and the band was too big which is why I ordered a 32 h in the elomi Mia

It is possible, but I feel it is more of a too small cup due to the lack of adequate coverage and inability of the cup to enclose all your breast tissue within the cup. If it was just overspill in the front, it would be possible that the cup just cuts in too soon and your breast tissue tapers higher than the cup, but with the side breast escapage, you need a higher wing area and the wider cup coverage that both a cup up and higher wing would provide. That would help give a smoother appearance of the bra under clothing as well as being more comfortable.
You have your breast perimeter entered as 12", with a laying perimeter as 11.5". The cup depth of 8.5" is too small even with factoring in material flexibility and stretch, and/or your breast tissue's ability to squish/condense into the cups. A 3 to 3.5" difference for a 32H UK (32:11 index) bra size is an indicator that the cup is too small, as the band/cups wouldn't be offering enough support if the cups had that much stretch to them in this size range.

That definitely helps. I don't think I will get this bra again. The color is really bland.

Each person's body is unique, so bra fitting "rules" are more of a guideline instead of true rules. There are a lot of factors that affect fit- size, shape, fullness (or lack there of), density (soft, squishy, implanted, or firm etc), placement (high or low on the chest), pendulous (or not) , etc so finding a perfect bra fit is tricky.
No two bras will fit exactly the same, even from the same brand, as there will always be some differences in the manufacturing process, including human variances. Each brand has their own idea of sizing and both band & cup scaling, plus variants between different styles, so your ideal size will be more of a range than a singular size. It makes for a big headache when trying to figure out what works best, but once you find your prefered brand(s) and styles, you will know what size to shoot for in each.
