Issue resolved
Calluna explained a way to find out if the wires were too wide or not. They were too wide.
Original problem
I already know the gore's too wide, I'll overlap it if the bra fits otherwise. I think that the wires might be too wide or the cups might be too big. There seems to be a bit of empty fabric on the sides and slight wrinkling at the bottom. Any advice is appreciated!

helpfulThis looks a lot like how it fit me. In my case I believe it was because the band was too small, causing the wires to stretch out toward my back and the bottom of the cup to become shallow due to warped wires. Your measurements of your rib cage and the band would indicate this might not be what’s happening, though, so it may just be too big in the cups.
Can you tell how far below your IMF the wires are? Is it causing any pain or discomfort at all? If it feels comfortable and supportive to you, I’d call it a good fit. The wrinkles aren’t really that noticeable IMO.

The weird part was that the straps fell down and the band rode up at first, so I tightened them and moved to the middle hook. The band and straps felt comfortable once I adjusted them, the only thing that felt weird (other than the hore, but that's fixable) was the width of the wires.

Also, the wires are only half a pinky below my IMF. But I haven't worn it for a long enough period of time to see if it slides down with wear.

helpfulCompare to photos from other users wearing the same bra, I feel the wires are actually not too wide for you but maybe too long (or the side panel have too much fabric). If you try to scoop and swoop or adjust the straps tighter, the side part will poke. So it can cause the bottom filling problem if you adjust the straps to the comfortable length. By the way, I've heard that Panache bras usually have hard and less flexible wires, it seems unlikely to stretch them out by wearing a bra with too tight band.

I think you're right. There is about an inch of empty wire channel on each cup. Their wires are very unflexible, so I don't think they're stretched out.

If they were really 6” wide, that’s pretty wide in this size range. It looks like the band is too tight and warping them, but you’re saying that the band feels good, and it doesn’t look too tight based on the measurements. When you wear the bra for a while and take it off, do the marks line up with your breast root or are they much farther back from it?
-
Calluna I just added a picture of the marks after about 6 hours of wear, I traced my root with eyeliner. The wires are too wide, thank you! The wires could be warped, I got the bra used from another user who said the band was too tight on her.
-
Ooh, how clever to use eyeliner to mark the roots! Yes, too wide! Overlapping the gore might help it a little bit but probably not enough. You can try to bend the wires too, but Panache wires are notorious for being hard.

Calluna I don't think it'll help either, the wires are just too wide. I'm going to list it. I'm so sad because it's a beautiful bra. Hopefully it'll work for someone else. Thank you for your advice!

I’d try it again. I think yours is an anomaly. I tried a 28G and the wires were not as wide. I didn’t measure but I know that in my case, 5.5” is my max tolerance but pretty 5.25” which is what I find most panache to be on me in this range.
-
Oh wow, those 28G wires look perfect! I'll definitely be on the lookout for another envy. Thanks again!

This is close to what the Envy looks like on me as well--it's just a fairly wide bra imo. I'd also like to ask marilynne how tightly they've adjusted the straps. If the straps are comfortably adjusted, then I'd agree with you, Sheena that this is probably functionally fine.
