Issue resolved
Went down a cup size.
Original problem
I was wearing 28FF but am getting quad boob with them, however I fill the projection on this 28GG well, although I am getting to much room up top. Is this a shape issue or should I go down a cup size?

helpfulThe cups look very loose on this size. You mention that tried the FF and GG cups. So maybe the G cup is worth a shot.
I was going to mention that this bra has very tall cups that may not work with your shape. But then I noticed that this is one of those cases where Freya splits their models into two cuts based on range.
The GG cup is the smallest size for Freya Hero Side Support Balcony Bra (1842) which is this cut that has more fabric on the cups. If you go for the G cup you'll still be in the Freya Hero Side Support Plunge Bra (1841) which is a shorter cup.
Look at the comparison on the 30G vs 30GG which is just the hop between models:
https://www.bratabase.com/compare/dlw6u/Cup height increases almost by 2cm. So it's a big jump going from G to GG on Freya Hero.
All this to say, yes of course, one size down may do it.

helpfulI'm looking at your measurements and it seems like the band is a liitle too tight for you, so it might be the reason why you are quadding in your 28FF. Maybe try it with an extender? I just feel like this bra is MUCH too big doesn't look like just a cup size to me but I might be wrong ofc.

helpfulI'd probably try the 28FF with a back extender if you already own that size as it looks really tight round the back. If you are looking to buy I'd go a 30F instead as this will give you a better back fit with a smaller cup size. The cups are far too big in this size. It is too tall and has too much projection for you. Hope that helps

helpfulLooks like the cups are too tall for you. Also the wires might be a bit too wide I just got in a Freya and I find the wires wide on others I have tried as well. I know most at this time are going for Polish bras if this is the case. Also Empreinte Cassiopee has narrow wires but I don't know about the quality of the bra itself. Super mixed reviews.
