Original problem
The gore doesn’t tack and I’m unsure of if this is a shape mismatch or if the cup is too small. I need bra suggestions for close set, east wet, projected, FOB outer full breasts

helpfulIt looks like the gore is too wide, but it's hard to tell from the picture. I'm just a little less close-set than you, I think, and 1.0 (like this bra has) is still pretty wide for me!
How does it fit under your armpits? A picture of the outer underwires would be useful for advising you. Also, did you swoop and scoop?
The rest of the cup looks like a pretty good fit. Almost perfect, in fact. I'm 95% sure your problem is the too-wide gore. If it's not already too narrow for your underarms, you might be able to narrow the gore just enough for it to lie flat and get a good fit. That will also make the band a little tighter, though, so you might need to wear an extender with it or trade it in for a 36FF before making alterations. And the FF might have narrower wires, too.
If the bra is already narrow against the tissue under your arms, narrowing the gore will only make that worse. You'll need a different bra altogether in that case.

I am a different size from you, but I'm a fairly similar shape overall. I think you might have some good luck with Flirtelle, Curvy Kate, or Elomi with .6 or smaller cup separation as a starting point. I haven't had a chance to try Flirtelle or CK yet, but my Elomi bras are generally my best fit, even with their gores often being a smidge too wide. And if you find one that's otherwise perfect but a bit wide under your arms, you can always alter the gore to narrow it!
So, keeping in mind that I am a bit more inner full than outer full and also between a 36HH and J, these are the bras that have fit me best so far:
* 38GG Elomi Matilda: I should have gotten this in a 36H or HH, but it fits me very well. If I were more even or inner full, and if the gore were just a smidge narrower, it would be 100% perfect. Try it in 32GG as a starting point and have an extender handy, just in case.
* 36J Elomi Eugenie (same as Sachi and Soraya?): Too wide in the gore, alas, but otherwise extremely good! Gore does tack.
* 36J Elomi Tia: This was the best gore vs. underarm fit I've ever had, despite being a bit wide in the gore! Unfortunately, the outside was too full for my inner-full breasts. This one might be perfect for you. Give it a try in 34G to start with.Bras I haven't yet personally tried but supposedly have a narrow gore but not overly narrow wires and are good for FOB and projected breasts:
