Issue resolved

Original problem
I fill out the cups nicely, however the band is painfully tight even on the loosest setting. Like, hurts to breathe in tight. I also don't like how the wires dig into the sides. Does this mean the band doesn't fit or the cup is too wide? Thanks for any help!

helpfulYour "comfortable ribcage" measurement is lower than the bands stretched measurement, so it's possible that it's too tight. You can try an extender with it to see if it takes the pressure off enough to make it comfortable.

helpfulYour horizontal breast perimeter is also bigger than the cup depth, which could mean the cups are too shallow for you (even if it feels like you fill them nicely) and thus the breast tissue pushes the cups outward and the cup wire digs into your ribcage, essentially making the band feel tighter.
To test this, put on the bra upside down with the hooks in front and cups in the back to see if it's only a band issue or if the cups also play a role. If the band feels too tight like this, you can use an extender. If it's feeling fine, it might be the cups that are too shallow.I do agree with Wilderness1 that the band in itself seems too tight in the first place when looking at the measurements, and may feel even tighter because of the above mentioned shallow cups issue.
