Issue resolved
The next size up came today! I have also ordered in a 34 to see if that helps. The next step will be to try a different style. I am hoping to keep the one of this style that fits the best just so I have something that fits!
Original problem
As I try to find the right size I have been working in from both ends to find what will work (I was wearing the way too small 34A and my first try was a 32F which ended up way too large in the cup and tight in the band). This specific question is more about shape. It was suggested that I may have shallow breasts and that this bra might be a good option. I do have broad shoulders and large pec muscles. I don't know if it truly matters how much is breast tissue and how much is underlying muscle but it gives me a slightly a-typical shape at the top of my chest. I know the bra is too small. I ordered a size larger as well (though that may also end up being a bit small) but they shipped separately and the larger one hasn't arrived yet.
Specifically do you think that I am indeed shallow chested? If so, is this brand/cut likely a good option? I have also looked at the ABraThatFits reddit but there is so much information it can be overwhelming. I have really appreciated those of you who have pitched in so far to help me out.
I think I may end up like one of the previous posters and going to a store with a measuring tape and clipboard in hand! (once shelter in place orders are lifted)

helpfulHow are the wires sitting on you? It's a bit hard to see, but it seems to me like the wires here are a good fit on you but the bra doesn't have quite enough depth (hence it being too small like you're pointing out). I think, therefore, that the 32DD will probably be a good fit on you; though, the wires might be a smidge wide. Most people aren't bothered by wires being a bit wide though. I'd say, then, that you probably do lean on the shallow side--just maybe not as shallow as the Natori Feathers. Hopefully you'll like the 32DD!
It also looks like there's a pretty significant gap between the bottom of your breasts and the wire, but with this bra being too small it's hard to tell if that's because it's too small or because of a shape issue.

I agree, the cups look too small for you. I'm similar in shape to you, broad shoulders, shallow, mix of muscle and breast tissue and have never been able to get this bra to work for me.
I'm very interested to see how the 32DD works for you.
