Issue resolved
I the future I will compare the horizontal perimeter measurement to the the cup depth to see whether it is a good match. This one will "work for now" until I find what truly fits.
Original problem
I actually kept this one, took off the tags, and wore it for a day. mostly because now that I know my other bras don't fit I just need a bra but also because it was only $12. At the end of the day my ribcage felt like it had been fighting all day to push against the strap. I assume there will be some relaxation of the garment but the band is too small for now.
The shape of the cups is too project, but the wire seems to be a good shape. I don't know if you might be able to tell from the pictures how far off I might be from shape. I feel like it is only the top inch and a half or so that isn't shaped well. It cuts in too fast.
What I am hoping for in suggestions here is how to look at my measurements compared to the bra and see how those correlate. For instance, if the wire seems right but the cup cuts in is there a way to say you need 1" inch less in this measurement for it to fit well? Also, generally from the look am I missing anything else?

helpfulFrom the shape of the bra, is does seem that there actually is not quite enough projection at the wire while the cup is "too closed off" at the top edge. The wire width does seem to be a better fit for you but you may want to check out where the wire is sitting on your torso - on ribs or firmly in the IMF. The bra does seem to be sitting a little low on your torso and the cups and straps are a bit wide for your frame. By no means is this an awful fit for you, though I do understand about the tight band. An extender can do in a pinch until the band stretches out to a better fit for you.
You ask about measurement information, but I think with this bra it is more an understanding of the bra shape ie lower projection with more closed cups, and wide straps compared to your frame, plus cups that are slightly more east-west than your breasts are. Looking at pictures of how this bra fits on other people and thinking about your own frame can help with deciding if a bra's shape will suit you. Of course looking at measurements will help to determine if the bra even has a chance of fitting you.
If this bra is comfortable with an extender definitely keep it while you slowly build a better bra collection.
Continue on with your bra knowledge acquisition. Trying an unpadded bra can assist in knowing and loving your breast shape and how your tissue responds to bra cup shapes.

The underwire should fit exactly in the crease where your bra meets the ribs, not slightly below that spot. From the pictures, this bra appears to be sitting on your ribs, not in your IMF. You may need a bra with more immediate or lower projection and/or a wire that comes up higher on you.

helpfulIt might be too shallow, but when the cup is too small it will not have enough projection in any case, so the wire will be pushed down because of that. The top part may cut in also because the bra is sitting too low, and because the cup is likely too small. If you don't like your ABTF size, then how about trying to find a bra with cup depth similar to your horizontal perimeter?

Can you expand on what you mean by a cup depth similar to your horizontal perimeter? Sounds
I've tried a lot of different bras in a lot of different sizes at this point. Every single bra that I have gotten in larger sizes is comically huge. I have been really disappointed that a lot of the bras on the ABTF shallow guide are discontinued and haven't been updated so I'm at a loss for where to go next. Just bought a few cheap bras on sale at Macy's in the sizes that seems to fit best most often (32D/34C) in the hopes that I have a few more options while I try to find the one that actually fits.

Under your bra review / fit review there are your Measurements and Bra Measurements. I might be wrong, but I assume the space inside the cup (cup depth) should match your horizontal breast perimeter to be able to fit all your breast tissue.
Cup depth of this bra is 20.3 cm, your horizontal perimeter is 23.9 cm. So you would need to go up maybe 2 cup sizes even if the shape was suitable. Hard to know how many cup sizes for this bra when there are no other sizes listed on Bratabase. It is possible that the shape is not for you, but hard to say when the cup is too small.
There is no measurement to describe if a bra cup has more or less space near the wire or how much upper fullness it accommodates (except cup height) , but at least we have some average of the cup depth at the deepest point.
If you are average projection (as this bra seems too shallow and so did the Feathers) have you tried maybe Freya padded half-cups? Fancies has a half-cup version. https://www.bratabase.com/browse/freya/fancies-padded-half-cup-1013/32E/
I'm not familiar with Patsy, but is has bras listed with cup depth similar to your horizontal measurements. It looks like it's more open on the top, so more accommodating for taller roots. https://www.bratabase.com/browse/freya/patsy-padded-half-cup-bra-1223/32E/

Thank you happycat for pointing that out. That is the matching measurement I have been trying to figure out. I don't know why I kept glossing over it but that makes so much sense. I am going to re-measure today and do a bit more hunting. I got two more bras in today and few more coming this next week (thank goodness for free shipping and returns). I will look at the ones you suggested.
I feel like there is just so much information it can't all be absorbed at once. This is a great reminder of that. This will be a good tool when looking at specific bras to see if they would work.

As far as I know this sits at the IMF.... but, I mean your ribs are there too so I don't know if I totally understand.
In regards to the measurements I guess what I am hoping for is something like: since you need a bit more projection at the wire look for a bra with a bigger measurement in this category:" Is that a no go?
