helpfulYou said the band digs in, but it looks like you have it on the tightest hook - put on the 2nd hook and see if its more comfortable? It looks like the cups are a bit too high, too, and you might be falling in towards the middle a bit? But if you dont find yourself falling out of the cups, and its comfortable on the next set of hooks, I'd say its ok. I suspect you'll find better though.

helpfulGoing by the band measurements, it doesn't seem like the bra's measurements are smaller than your torso numbers. From the frontal pic, it looks like the band is sitting a bit low under your Infra Mammary fold so the cup wires end up a bit low then digging in your skin. Try holding the bra cups high and snug against the bottom of your boobs, maybe that'll reveal something about the cup fit and the band.
Maybe try a different style bra, something longline or with a wider bra band so the pressure on your skin is spread in a bigger area,
