There's wrinkling at the top of the cup and a little at the bottom - a size or shape issue? And a lot of space at the top of the cups if I'm not sitting or standing straight up. I've already had this one for a year but the band hasn't stretched much.

The bottom of the cups looks adequately projected, going by your pics.
The upper cup wrinkles are more pronounced on your right side, which is super common to have some minor asymmetry.Sizing down to a 28F could cause the bra to cut in on your larger side, depending on how stretchy the top of the cup is. Or it could be just right!
Going by measurements, a 28 cm. horizontal perimeter should not have as much space in a 24 cm. cup depth, though. Your vertical and laying perimeters would be useful to add, for a fit request!
