helpfulThis looks like a parachute bra to me: https://hugsforyourjugs.blogspot.com/2017/04/bra-science-16-signs-youre-wearing.html -- band too tight so it's pulled the cups wide; I suspect the cups might also be too big, though it's hard to tell.
It isn't a fit issue that the lower part of the cup doesn't cover your nipples. Sometimes that happens in bras, especially if you're fuller on bottom.
Do you have a band extender to try this with?

helpfulIt looks like you need to pull the straps up as bra looks like it's not holding you up at all. The space in the bottom of the cups is because the bra is not deep enough for your breasts. The band also looks very tight and you can see that the cups are being pulled very very wide. I would honestly try a 34 or 36 band firstly and then figure out the cupsize from there.
