Issue resolved
I believe the bra is definitely too small in the cup size, and then also not a great shape match (too projected and looking for centre fullness that I do not have). I'm planning on just keeping the bra as is!
Original problem
Despite the serious spillage after scooping and swooping, I cannot fill out the apex. I can't tell if it is a projected bra, if the shape is weird because the band is too tight, or if it's just like a moulded bra that I don't match the shape of. Any insight here?

helpfulThe Mollie is a very center-fullness-focused style, kind of like a lot of Freyas, and may still be a little too projected for you - I'd say it's average.

I think that this is a classic Orange in a Glass situation. I actually think a cup size up might fit technically better, with wider wires that enable the entire cup to fit over your breast. But I bet a 28F would offer practically zero cleavage.

I actually redid my measurements just yesterday, and I got the calc size of a 28E/F (whereas before it was DD/E), and I did someone on r/ABTF tell me that they were in Boux Avenue and were told it runs a band size and half (?) to a full cup size small, so I actually think that might be it!
I suppose I'll make this a cleavage bra :P.

That makes sense! I don't really think I have a lot of center-fullness, and although I'm still trialing and erroring with bras to figure it out, my boobs do look very outer-full when unsupported (I recognise you should assess shape when supported, but I can't express how outer-full I look unsupported), plus my tissue in the centre almost never touches even in a bra 3x too small, so I do agree that it may be too centre full for me, and a little projected.
