Bra does not fit.
Original problem
The top cuts in, but I’m worried sizing up will make the cups too tall and possibly empty.
Panache Envy in 32H has space at the top of the cups, so I think I’m functionally more FOB. The Rocha is more closed off. I’m wondering if removing the elastic off the top of the cup would get rid of the quadding.
I really like this bra because besides the quadding, it seems to fit perfectly on the sides and has enough space at the bottom of the cups.

Like you said, "The top cuts in, but I’m worried sizing up will make the cups too tall and possibly empty." I think it's just too closed on top for you b/c I agree - going up one cup will just make it too big.
I surmise it's a bit of a shape mismatch, unfortunately.
I would just try another bra.

helpful2nd idea (note: I'm spending way too much time on bratabase.com today - I need to log off!) Of course, you have to also factor in all of the other fit features.
Plus, some bras can be more "open on top" or have stretch lace (instead of using a more firm lace, if that makes sense) so they accommodate upper fullness better. Interesting that the shortest cup height in size 32H UK is another Panache bra.
i.e. a lot of the shorter cups are all half cups - not saying you have to try that. You should be able to find another balconette that fits, I would think!

that band of elastic does it!
I find the underwires too hard in the Panache bras I tried, so I'm not really a Panache expert, though I know they work for some people. Actually, I've not really heard of the Rocha, lol. (though everyone's kind of familiar with the Envy, it's like the "diagnostic bra".Hmm, let me think. It's seems like your in a "Goldilocks and the 3 bears" situation with the two Panache bras - Envy slightly too open. Rocha slightly too closed on top.
I'll take a peak at the results to see if there's any Panache bra in the middle of these.

Maybe Panache Ana or Panache Ava? (I think it's both the same bra) measured at 8.2 and 8.4 inches cup height (there's always some variability with people measuring their own bras). It's a plunge though (low gore), the most "Polish like" of all the Panache bras, imo.

Unfortunately, I’ve been trying the Ana and haven’t found a good fit on that at all. Same issue as with this bra, it cuts in in the middle and I quad out of it. I’ve tried 32GG and 32H. The 32H Ana is borderline too tall, if I remember correctly.
I have a Comexim bra and a Kris Line bra on the way right now to try. Kris Line was my go-to when I was a 34J, but I’m curious how I’ll fit in them now that I’m a smaller size. The Comexim plunge measures the same depth as the Panache non-wired sports bra that u have that seems to fit pretty well. Obviously different structure between the two but here’s to hoping!
Hmm…so do you think it’s because the cup is too short or too tall? The 32H Envy is 9 in height vs the 8 in height for the Rocha, and the Envy seems slightly too open on top.
The Rocha lace is stretchy, but it has a band of elastic sewn in the top (whereas something like the Envy doesn’t).
