Original problem
The cup is too small. The band is so tight I can't even hook it. I put a full extender on it, and even with that, I still had to stretch to close it. I get quadraboob, and the underwire is cutting into my boobs on the left side. When I put the bra on backwards with the cups facing the floor, I can hook the bra, so maybe the band is ok. How many cups sizes up should I go? 1 or 2?

helpfulFrom the measurements it looks like you need more than two full inches to get that to close, so one band size up may not cut it. I would suggest two bands up. Comexim is known for having snug bands.
Probably when you're hooking the bra backwards with the cups to the floor, it is hooking around your waist which is squishier than your ribcage so I don't think it's a good indicator of size.
After that, if you keep the same cup size H or :8 you would be in 2 cup volumes larger so that may take care of the center gore gaping. So a 32:8 would do it.

helpfulI agree you need at least two cup sizes larger. A Comexim H is a UK FF and you look more like a UK GG or H. Your measurements would make you a UK 28 or 30 band, but Comexim are more like older UK bands and their 28 is smaller than you. I measure smaller at the ribs than you and find their 60 bras very tight, a 65 is more comfortable. I think you will need possibly a 65K or more likely a 70J as a starting point in Comexim.
