A gore won't fully tack on me...
And I'm fine with that.
I'm very short waisted. From the bottom of my ribs to the top of my pelvis, there's less than 1/2".
A level line at the base of my sternum is above the root of my breasts. So, I wear the band so the wires fit my breasts. Which puts the band usually around 1 ... 1/2 - 2" below my sternum. So, there's nothing for the bra to tack to there. I don't carry my weight up top, there's no fluff to fill that gap.
If I fight a 28 or 30 band closed, I can't breathe and the bra still is not tacking in the center.
So, I ignore that. Band is comfortable, it's not pulling up - that's the band size. The wires aren't digging into my breasts, I don't have quad boob or true side boob - that's the cup size. If everything stays in place - I'm saying it fits and is a good bra for me.
If I can't shake my boobs out of a technically too small 34FF while jumping around, headbanging, playing cello and otherwise being an idiot - and my boobs and back aren't sore after - what more do I need to do to fit a bra. In my world, nothing. Tacky gore or not.
ETA - plunge usually tack. My boobs snicker at that cup design and leap out. Silly girls.
The wires do tack nicely. Which is why the bra is still working nicely. The band is tight enough to do lifting. The cups are enough to fence the ladies in. The straps just reinforce the shape instead of working. But, the center is off in nowhere land. Oh well.

I can have a tacking gore but I don't need it either :)
The more bras I try the more I find that won't tack. I could try all day and size after size, and it just won't happen. I end up with gores that are wide and wires that don't fit. I'd rather have comfortable wires and a lifting gore then an uncomfortable bra. Comfort is my #1.
